LTO Vehicle Transfer of Ownership and Registration Guide

Here is a step-by-step guide for LTO Transfer of Ownership and Registration. My friend Rovik decided to transfer the ownership of his Toyota Revo into his name and along the way he made a guide for those who might need it in the future.

Documents to prepare:

  1. Notarized Deed of Sale (3 copies although you need only one)
  2. Photocopies of the seller's IDs (4 copies)
  3. Photocopies of the buyer's IDs (4 copies)
  4. Photocopies of the CR and latest OR (4 copies)
  5. Certificate of Registration
  6. Latest Official Receipt
  7. Money, around 5-6k

Part I: PNP Clearance
  1. Go to Camp Karingal in Sikatuna Village, QC.
  2. After passing the main gate, take the 1st right turn and follow the road until you reach the motor vehicle inspection division. Its a small 2-storey white building to the left with a police parking lot to the right and a bit ahead there's a stencil area and car impound.
  3. Go inside the white building and go to the door to the right. Tell the clerk you're applying for clearance for a transfer of ownership. The clerk will take the original deed of sale, CR, OR, and a 2 copies of each of your photocopied documents. If you forgot to photocopy documents there is a photocopier in the office.
  4. The clerk will instruct you to make a payment in Landbank. It costs 300 but its annoying since you have to go out of the camp and go either to the East Ave. Landbank or the QC City Hall Landbank. Make the payment and come back to the camp.
  5. Go back to the clerk, we will give back the photocopies he asked for and instruct you to go to the stencil area. He will also give you a pink sheet of paper which you need to fill up before having the car's chassis number and engine number stenciled.
  6. Park the car in the stencil area, look for the macro-etching technicians. They're usually seated in the left corner end of the lot under the Alateris tree.
  7. Give the photocopies and pink paper to him, he will inspect the papers and tell you if you have something missing. If everything is in order he will ask for the stencil boys. This might take a while because it seems they work in batches.
  8. The stencil guy will do his thing. Afterwards he will give the stencil sheets to the technician. The technician will sign them and tell you, "ikaw na po bahala sa kanya (referring to the stencil guy)". I gave the stencil guy P100.
  9. Move the car in front of the white building. This area is used for picture-taking.
  10. Submit the stencils to the clerk, he will then instruct you to move your car to the front of the building (step 9) and he will ask you to go out and wait for him.
  11. Picture taking with the policeman
  12. The clerk will direct you to the encoders who have your documents. It seems they will make your TPL for you. The encoder will ask for P1075 for the TPL. At this point you will have your CR, OR, and TPL.
  13. The PNP clearance will be ready after 3 business days. However if you want to get the clearance in a few hours the clerk will offer to rush the processing. If you go this route he will ask for your original OR and CR again. I got the clearance and other documents from the encoder a few hours later and paid P500. I think the encoder and clerk are business partners in the office lolz.

Part II: LTO
Prerequisites: PNP Clearance
Note: I think the steps I did were out of order I'll try to reconstruct the proper order
  1. Go to the LTO Office where your vehicle was registered. In my case it was in Mandaluyong
  2. Go to the inspector, he will check the documents. Tell him you're having the transferring the ownership of the vehicle and also registering it.
  3. The inspector will refer you to the Records window, he will then direct you to have your car undergo emission testing.
  4. Have your car undergo emission test. Paid P420 for this.
  5. Go back to the inspector. He will have the car stenciled. Paid P100 to the stencil guy.
  6. Go back to the records window and give the documents. He will tell you that the transfer will need to be approved by the Division Chief.
  7. Wait for your name to be called, after which you will proceed to the payments window. Paid P2530 for this (wtf is MVUC? it costs P2000 by itself!)
  8. You will receive the OR, have it photocopied and signed by the Division Chief.
  9. Upon getting the signed photocopy of the OR, go to the sticker window and give the OR and photocopy of the OR. He will then give you the stickers and the OR.
  10. Wait for your CR.

Notes on LTO Registration: I've not experienced having to do steps 7-9 when registering my car, it's probably because I did everything myself. Usually after the emission test I just have to wait and then pay and then the I'll get the OR with the sticker.

I have to say this too, the LTO Mandaluyong Division Chief and some of his staff worked past 5pm to get my stuff done. Honestly I was surprised lolz, I was expecting na di matatapos yung registration that day.

Costs:
1. PNP Clearance - 300
2. PNP stencil - 100 (your call how much you will give the guy)
3. TPL - 1075
4. PNP Clearance rush - 500 (optional)
5. Emission testing - 420
6. LTO stencil - 100 (your call how much you will give the guy)
7. LTO Registration - 2530

That was done by my friend in just one day, basta alam ang steps na gagawin kakayanin syang matapos agad. Magpapatagal lang talaga yung pagbabayad sa Landbank and paghahanap ng location ng LTO/Camp Karingal.

Hi. What if the transfer of ownership is between a father and a son? Are there steps in these procedure that will be overriden?

For transfer of ownership between father/son (or relatives by affinity/consanguinity), the same set of procedures will still apply. It won't matter to LTO or PNP nonetheless as long as the Deed of Sale is duly notarized. I'm yet to hear about another set of specialized procedure for transferring ownership between father and son.

Perhaps you're wondering if the car was not bought, or if there was no money involved.

As I see it, the Deed of Sale is used as a legal instrument to affirm the change of ownership of the vehicle. I can't really say if having another form to execute the transfer of ownership (such as deed of donation) can be used in lieu of the deed of sale (since there might be instances where the vehicle to be registered was not really sold).

For simplicity, you might just have a notarized deed of sale and have an arbitrary but realistic amount for valuation of the car. As an added info, some notary public base their fee according to the value of the vehicle specified in the deed of sale.

This is only my personal opinion. To be sure, you might want to ask someone from PNP Camp Caringal directly to clarify this matter.

Pero yung O.R. po original naman.

Opo, hinahanap po ang original na Certificate of Registration. Kung nawala nyo po ang original, pwede naman ulit mag request ng copy ng C.R.

Just wondering why they need photocopies of the id of the buyer and seller. The fact that the deed of sale was notarized, then it's already binding. did they require this to create road blocks and hence, more opportunities for "fixers"? When transferring ownership of real estate, they don't require id's of buyer and seller. We have notary public, to attest to the identity of the buying and selling parties.

Well, you may say that the requirement was added for the sake of unnecessary "roadblocks" for fixers, but as I've observed, one may have a document notarized without having to appear before the notary public, so it's kind of defeating the purpose. Photocopies of ID as proof of identity in this case is somehow a necessary inconvenience.

Yes po, required pong dalhin ang kahit anong sasakyan para sa clearance. Yung TMG office dati nasa loob ng compound ng Pasig city hall kaso lumipat na ata.

The best time to transfer motor vehicle ownership is before the due date of the car's registration (which depends on the last digit in the plate number). I did it a month before, in my case.

Hindi ko lang sigurado kung pupuwede na walang ID, pero mukhang mahigpit sila sa gantong bagay. Kung hindi na talaga makakuha ng copy sa original owner, mas makabubuting tumawag sa PNP-TMG office.

brod nakabili po ako ng 2nd hand car from a dealer sa makati. i am from pampanga. Transfer of ownership daw sa sa LTO la loma quezon city. i gave the dealer a certain amount. Sila na daw transfer nun sa name ko. Pwede ba ung ganun? 6 working days na wala pa news kung na transfer na. pwede ko ba i follow up un sa LTO La Loma. Thx bro

Medyo mahirap kasi makipag deal kapag hindi mo kakilala talaga, pero ang balita ko sa LTO lately eh medyo matagal nga raw ang proseso ngayon.

Mas makabubuti siguro na kontakin mo muna yung dealer para makahingi ka ng update. Baka ipinalalakad lang nila yung transfer mo ng papeles para sa kotse.

Useful info (Thank you sa nag post ng blog sir MARKUS). Been to Camp Karingal while ago. Dumating ako mga 11am natapos ako mga 2:30 ata un. Pina rush ko na din dahil ayaw ko ng bumalik pa doon (I'm from Makati btw).

Payment made:
a. 300 - Landbank
(Dumating ako 11:30am, natapos ako 12:30pm, pang #114 ako sa pila, #54 ata yung number pag dating ko that time)

b. 500 - Rush Processing
**kaka renew lang ng car so wala ng TPL etc.

FYI to everyone baka makatulong.

Sir s transfer of ownership kailangan ang original CR pero nawala na. Then pagpunta po sa lto to ask for a copy of OR/CR sabi di makita yun docs at yun iba pa copy. Bought the car last 2010 pa. last year naisip na namin itransfer sa name ko. then upon verifying sa LTO, iba daw un signature nun vendor sa records nila. lahat ng documents meron kami. original OR, CR, deed of sale and photocopies ng I'ds nun vendor. Sadly, we have no idea san na mahahagilap un vendor kasi sabi ng kapit bahay nila tumakas na daw at madami daw naghahabol sakanya dahil madami utang. yun car legit naman un papers. naka name talaga sakanya. Ano po kaya pwede gawin sa case ko? yun car din po pala for change engine. sumabog po un engine after namin binili. Un engine po ok na un confirmation. please advise naman po. Salamat!

I would just like to share my experience s clearance. Everything you guys said ginawa ko... meron lng additional step... dun s macro etching, after nila kunin ung stencil, binabakbak nila ung paint s chassis number to check kung tampered yung chassis number... tapos s case ko, Thursday, Nov 21 ko makukuha clearance ko... ndi ko n pina rush kse taga QC lng rin nmn ako... ang magiging challenge lng sakin e ung transfer of ownership mismo s LTO... kse ung oto ko, originally registered s LTO Muntinlupa... kaya lagare ako QC to Muntinlupa and vice versa...

Yup, sa macro-etching me instances na kelangang bakbakin yung old paint para ma-etch properly yung chassis number. Hindi kasi readable minsan yung numbers pag napatungan na ng paint.

This is really helpful. But how about for this scenario?

May nabili akong oto sa banko. Nahatak ng banko at ako ang nakabili. Yung CR may notation pa na "encumbered", pero hindi na problema yun kasi nakuha ko na Cancellation of Chattel Mortgage sa RD. Mayroon na rin akong Absolute Deed of Sale between me and the bank. Pagkatapos ko ba mapa un-encumber yung CR (which is still under the name of first owner), do I still need to go to PNP for the clearance? Or pwede ng diretso transfer ownership na kasi sa banko ko naman nabili yung oto?

So you have to go back to the original LTO branch where the car was first registered? Or yung sa latest registration lang? Tinignan ko sa LTO website about Transfer of Ownership of Private MVs/MCs, ang nakalagay any branch daw eh.

On my case, I would need to go Olongapo kasi dun sya una na rehistro..SMH.

Transfer of Ownership of Private MVs/MCs

Requirements
Original copy of the Certificate of Registration (CR) or Certificate of Registration Encumbered (CRE)
Original copy of official receipt of payment of latest MVUC and other fees
Original copy of the Deed of Sale/ Transfer/ Conveyance
Confirmation of CR/OR in case the transacting district office is different from the district office that issued the current certificate of registration
Written consent from the financing company in case of CRE
PNP-TMG MV Clearance Certificate (Php 150 only) and you can get it in just 30-45 minuits.in any PNP-TMG office.
Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
Appropriate Insurance Certificate of Cover
Taxpayer’s Identification Number (TIN)
Procedure
1. Proceed to the transaction counters and submit all the required documents to the Evaluator for evaluation and computation of fees.
2. Actual inspection of motor vehicles with duly accomplished MVIR. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.)
3. Proceed to the Cashier when your name is called for the necessary fees and obtain an Official Receipt (OR).
4. Proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.
Venue
Any Online District Office except PUVRC and PUVREC

this is awesome, really a big help ,thanks bro for posting , just one thing , in my case, i have my trooper ,but because i live overseas , i registered the ownership to my dad , just after a year that i bought it to ease out the hassle of me sending bulk of authorizations just to get it registered , now , i need to transfer it on my name, do i still need a deed of sale, practically its my car, but technically ,its named on him, so anyone who has the same case as mine,could you please share the processes you went through ,i'd really appreciate the help .

Yes, you have to undergo Plain transfer of Ownership wherein you have to obtain PNP Clearance from camp Caringal, but you have to prepare the necessary documents like Deed of sale and once you already have the clearance. Go to the LTO where your car was registered to and pay the necessary fees.

Hi, this blog is very informative. Can someone advice me with my existing problem?
My car is already sold. All the documents for sale and request for transfer of ownership are already submitted to LTO. They can not issue yet the new OR/CR bearing the name of the buyer because i dont have the new sticker and plate. The car was already renewed for registration since July 2015. Up to present there are still no available sticker and plate. Please help if sticker and plate is needed for the transfer of ownership? If yes, do LTO dont have any option to issue since both those things are delayed from their end?

Our case is may pinautang kami worth 300k and car yong collateral nya with deed of sale attachment and copies of ids ng previous owner.

Our problem,hindi na nagbabayad yong may utang sa amin hindi naman nmin ma-forclose ang car
dahil hindi pa nakaencumbered sa amin.

We tried ipa-alarm as per suggestions we went to chpg to ask for police report as per lto officer yon lang ang kailangan para mapa alarm ang car but unfortunately hnd nangyari since ang inaalarm lang is mga carnap lang accdg to chpg.

baka may suggestions kayo. we tried na kasi before magfile ng case kaya lang nadismis ang case dhil no show up ang kinasuhan.

Sir question po, binenta ko na kasi yung car, kaso wala yung orig na certificate or registration, e nakapangako ako sa buyer na kukuha ako ng original na c.r., e nag research ako tapos nakalagay sa requirements ng lost c.r. Kailangan inspection ng vehicle, e wala na saken yung car, kasi nga nabenta ko na, pano po yun? Kailangan ba talaga papuntahin ko pa yung bumili ng car para ma inspect? I am planning on purchasing an used SUV soon and trying to find out the process of doing so in the Philippines. It is amazing how a very simple process in Oman can be cumbersome and lengthy in our country. Here,the process will take about 2 hours or less. First, the car's insurance should be transferred from the seller to the buyer by going to the company where the car was insured.There, the buyer pays 5 OR (P600) for the transfer. The insurance company sends the new info directly to the ROP. After this,both the buyer and seller go the Royal Oman Police station anywhere in the country with the seller holding the car registration card and his resident card, and the buyer bringing his driver's license and his resident card (national ID). There is a cue at the Police Station, but even then, the process is quick so the waiting time is not long at all. Once your turn is up, you go to the designated police officer who will run both seller and buyer's resident cards for criminal checks specially fines. Here, the police can also find if the car was stolen or not. The seller then pays any outstanding fines on the car, after which the police takes the buyer's resident card and driver's license and process the transfer. Transfer of ownership also costs 5 OR (P600). As the payments are being processed, (they are only allowed to take debit or credit card), the seller and buyer can exchange money if any balance is owed. There is no need for the police to see a receipt of the purchase. The new registration card now with the name of the buyer is printed in a few minutes. All information from the first buyer to the succeeding buyers are stored in the registration card where the chassis number and plate, including current insurance can be found. Take note, that every year, the car registration and insurance have to be renewed, but will take the same amount of time to process so no big deal. Why do you think it is so complicated to buy a car in the Philippines?

Hi very informative po ung post, mas napabilis ang processing ko to change ownership, since i am from manila, meron naman PNP-TMG sa loob ng pier, north harbor malapit sa moreta. Kesa dati pumunta pa ako sa camp crame, mas matagal ang antayan at proseso. Isa pa ang hirap dalhin sa area compound ng crame ang 10wheeler truck madami huli sa daan plus traffic.

Sir may problema ako dito sa LTO-Davao. All the requirements from the HPG-PNP was done already. Now, nang i-submit ko na sa LTO hindi tinanggap ang aking dokumento ng dahil sa Deed of Sale kasi iisang pangalan lang ang Seller & Buyer. Under the name of Corporation kasi ito at i-isa lang ang may-ari at presidente ng nasabing kompanya. Everytime kasi na gagamitin sa iba nyang company ang sasakyan ililipat din ang rehistro nito. Ito ang problema ko ngayon dito sa LTO-Davao. Pero kung dun ko iproseso sa ibang lugar ng LTO bakit tatanggapin nila?

Sa legal documentation hindi ba talaga pwede ang ganito? For example: ABC Corp., the president is Mr. Juan Dela Cruz at XYZ Corp. ganun din si Mr. Dela Cruz din. Ngayon para mailipat ang pangalan ng sasakyan from ABC Corp. to XYZ Corp. kailangan ng Deed of Sale, natural ang pipirma isang tao lang dahil siya naman talaga ang may-ari ng dalawang company... papaano 'yan?

Regarding deed of sale between individual and corporation na iisang signatory, anong sabi ng LTO-Davao? May suggestion ba sila paano ang tamang documentation for transfer? My suggestion is to consult a lawyer and also ask LTO-Davao on how to proceed with the transfer.

Hi Sir, tanong ko lang po. Kelangan pa po ba ung original ID ng seller/previous owner? kasi po last year ko pa nabili ung car and wala na ako contact dun sa pinagbilhan ko ng car. although nung nag-close kami ng deal, binigyan nya ako ng photocopy ng ID nya with signatures. Pwede po ba na eto na lang ung i-present kong document? Thanks po!

Hello po, pano po kung nasa probinsya po yung sasakyan, and ako nag magproprocess ng papers eh andito sa manila, paranaque po kasi nakareg yung car, napenta po kasi sa taga probinsya yung car na iyon kaya inuwe dun

Wow, This is very helpful and should have read earlier so I could have paid first in Landbank before going to the LTO. Currently doing on my own the transfer of ownership here in LTO Las Pinas. Nakaka frustrate lang kasi nga nakalagay sa lahat ng dingding NO FIXERS pero sa first step pa lang makikita mo na yung mga cohorts nilang kasabwat. I suggest you can get your own TPL insurance sa labas. Unang sabi sa akin is 1250 buti na lang I remember paying only less than 1k last year pero nagpilit pa yung babae na parang utang na loob ko pa sa kanya na 1200 na lang daw. I have to go out and withdraw. Hindi talaga ako mapalagay at sabi ko alam ko less than 1k lang talaga yan and suddenly told the girl sige tanungin ko itong mga sa tabi mong insurance. Bigla na lang sinabi sige 1k na lang nga kasi inaabot lang daw sa kanila at taga type lang daw sila??? I give in din kasi nag type na sin naman sya maski mali pa yung kopya nya ng panagalan sa Deed of Sale ko. From the review of your docs pa lang yung mga kunyari sasamahan ka to lead you to the proper area may mga kakonchaba yun sa bawat area. Ng nakita nya na nagtatalak na ako doon umalis na yung supposed to be nag assist sa akin. 2nd step PNP clearance - in fairness very accomodating naman itong 2 pulis. Pero makikita mo how they speak na may gusto sila padatingin sa yo kung puede maglagay magbibigay ka on top of the 300 fee. I arrived 2:45pm so sabi nga nila sa Landbank daw babayaran. Sabi ko nga at nag suggest ako bakit ganito ang process why do you let the client leave the LTO office already just to let them pay. Hassle diba?! Pero nahalata ko na kung gusto mo wag na pumunta doon syempre may padulas. They didn't bother to add more kasi nga medyo iba na yung timpla ng mukha ko. So sabi ko na lang sige po ano ang magagawa ko pa dito para bukas tuloy tuloy na ako pagbalik ko at sila ang uunahin ko. They referred me sa 3rd step - Stencil. Ewan ko ba nag uunahan silang lapitan sa yo pero when they saw
me na parang wala akong kasama na "assistant" sa loob pinagpapasahan pa ako. There was even this guy na sabi while checking again my docs na ma'am kailangan pa yan ng so on and so forth, it made me furious and told him na galing ng ito sa PNP P03 X at kay Mr.xxx sa LTO office biglang sabi ah ganon po ba. Grabe! I would have taken all their pictures at gusto ko nga i -report. Pero how? Mismo sa loob talaga sila may mga kasabwat na at hindi mo maaalis. it's just so frustrating. Tomorow I shall return and let's see the next chapter of my experience in changing the name title of ownership. Goodluck to me again.

ANSWER: You can either execute The Deed of Sale if owner doesn't have. Otherwise, the seller will provide the said deed. Notary fee will be shouldered by the buyer or depending on your agreement with the seller.

2. The car is registered in Baguio City, which I am here. Should i go to PNP Caringal? Or I can do it here in Baguio for stencil?

Im planning to buy revo from my aunt, hinde pa daw lumalabas ung plate number pero may papers na..pwede ko na bang madrive yon kahit hinde pa nakatransfer sa name ko at wala pang plateno. Only papers thanks.

Im planning to get a 2nd hand car but the mother file(CR) is Mabalacat, Pampanga. The steps in camp karingil will still be the same then after, i need to go to Mabalacat? What if i decided to sell the car, will the next buyer go to Mabalacat aswell? Thank you :)

I know this blog is a bit old and may need some updating,but I just want to share my recent experience. For PNP clearance, we paid only 400 (300+100, latter is because the car was repossessed), and got the clearance in less than 2 hours. No under the table or lagay at all. Then, went to LTO and paid less than 700pesos. Got the new CR with my name on it after an hour :)

Forgot to add, paid TPL for 900 only, with OR pa yun :) we got our pnp clearance in camp karingal, then tpl and new cr sa lto p. Tuazon :)

same procedure lang din po ba kahit sa ibang LTO na ako mgprocess ng new transfer? wla na akong kailangn sa previous ng LTO or PNP na pinuntahan?

Ask ko po if panong process ang gagawin if yung motor ay sinurrender ng dating owner sa company ng motor tas yung new holder ang hawak nyang mga papers ay naka pangalan parin sa dating owner.
how transferred po ng ownership.
